MacDill AFB

The Florida Governmental Utility Authority (FGUA) has been selected to acquire, repair, improve and operate the water and wastewater systems serving MacDill Air Force Base. The systems will be conveyed to the FGUA as part of a Department of Defense program aimed at revitalizing aging utility system infrastructures at military installations.

According to the Defense Logistics Agency’s Defense Energy Support Center, the FGUA was selected following issuance of a competitive request for proposals to more than 750 companies nationwide. A transition period for the MacDill acquisition is scheduled to take place through February 2011, at which time the FGUA will receive a bill of sale and take over operations March 1, 2011.

The process of acquiring ownership of these facilities is lengthy to ensure a thorough review of the actual facilities, equipment and inventory and their condition. The FGUA will contract with U.S. Water Services Corporation to operate the system. The total value of the contract over 50 years is $200.7 million.

AREA SERVED

The utility systems provide water and sewer services to the MacDill Air Force Base, which is located approximately eight miles south of downtown Tampa on the tip of the Interbay Peninsula in Hillsborough County, Florida. The base is surrounded by Tampa Bay on the south and west; by Hillsborough Bay on the east, and by the city of Tampa on the north. The base covers about 5,630 acres of land.

SERVICES PROVIDED

  • Water/Wastewater

The MacDill AFB utility systems distribute approximately one million gallons of water per day and treat approximately 400,000 gallons of wastewater each day. The wastewater system acquisition includes one wastewater treatment plant, and an estimated 372,000 linear feet of sewer pipe and force mains, as well as 390 manholes. There are approximately 61 pump stations on the base.

The water system acquisition includes the distribution system, which consists of approximately 405,000 lineal feet of distribution and service connection pipe, 290 hydrants, 466 isolation valves and 48 check valves. Based on the number of buildings and other facilities, it is estimated that there are approximately 500 service lines.

Water treatment is not included in the contract, as bulk supply will continue to be provided by the city of Tampa.

NUMBER OF CUSTOMERS

The population of MacDill AFB is approximately 5,300 active duty military and dependents, as well as more than 1,000 civilian personnel. The estimated equivalent residential connections (ERCs) are 4,400 for the water system, and 2,600 for the sewer system.

WATER/WASTEWATER RATES

The Air Force Base is the only customer of the utility system, thus there are no water and wastewater rates. There is a utility services contract between the federal government and the FGUA which outlines the applicable fees for operations, maintenance, and capital needs.
