Budgets

The budget for the FGUA is comprised of a general fund and seven enterprise funds. The budget for each system is divided into two parts: operating budget and capital budget.

The operating budget includes routine revenues and expenditures for operating each system. The capital budget includes expenses associated with infrastructure improvements, system expansions to meet future needs, service extensions, extraordinary renewal, replacement, and repairs. In addition, a debt service schedule is provided to show the status of meeting the FGUA’s financing requirements.

Budget Process

Developing the budget is an annual planning process that involves the Board of Directors, System Manager, staff, engineers, operations and billing contractors as well as others. The budget is used as a tool to describe how dollars are converted to services, check and adjust course of action as needed to achieve strategies, and also to update plans.

The budget is guided by the Strategic Plan for the current fiscal year.

No water utility system is ever complete. New technologies are jumping to the forefront on a regular basis, and the FGUA regularly reviews its systems for potential upgrades. Our most recent plans are available below to download.

Certain decisions – especially the capital improvement program – made during the budget process have an impact that extends to multiple fiscal years, not only the year for which the budget is approved. In order to demonstrate this impact, five-year forecasts are developed for each system in the capital budgets. Certain board initiatives and other issues also have an impact on the budget process across all systems.

Adjustments

Learn about inflation and rate adjustments that are expected to impact the FGUA’s budget.

The following table lists the inflation driven and/or rate adjustments for each of the FGUA’s enterprise systems for fiscal year 2023. The FGUA’s fiscal year begins on October 1st. Adjustments are typically limited to 75% of the current consumer price index, unless other financial considerations apply. Under normal conditions, adjustments will go into effect on October 1st, which is the start of a new fiscal year. The following adjustments are also used in developing the budgets for the current and upcoming fiscal year.

Here you can find the current and previous budgets for all of the FGUA’s systems. The budgets also include information on capital programs.
